Solenoid and Duty Cycles

I am trying to get the maximum push force from a linear solenoid by adjusting PWM break cycle (duty cycle) using DCC1003 but changing duty cycle on DCC does not appear to make any difference.
The solenoid is pushing a weight so I can tell if there is difference in power. The solenoid specification says, at 12mm solenoid stroke, the force delivered is ~4N at 100% duty cycle, or ~18N at 5% duty cycle, so the difference is quite significant and I should be able to notice it easily. I tried looking at the diagrams in Phidgets control panel (breaking power, duty cycle) but they don't show any difference when changing breaking cycle in the control panel.
I am wondering if I am doing something wrong, e.g. perhaps the break cycle logic on DCC is not good enough for linear solenoid or perhaps there is a bug?
I saw there is a REL1100 board as well but I am not clear why/when would I use DCC or REL in this case?
