Send signal to a LED counter

I have a LED counter (GDD7949AT-P12V). I have an external 12V DC power supply and the counter LED is visible when I power is on.
How do I send a signal from a VINT HUB5000 port? I've tried with the Phidget Control Panel by connecting the Data only wire to pin #7 and using Digital Output but that has no effect. I have a couple of diagrams (the first came with the device) and the second I found on the web).
I plan to control it in code, but first I need to get it working in the control panel. Here are the specs of the 24V model but from what I can tell they are very similar.
Product l: GDD7949AT-P24V
Power Supply: DC5V~28V
Operating current:<30mA
input Signal: or switch : Rising edge
Display:
Display Range: 0000~9999
Reset Signal: or switch2
Panel Cutout Dimension: Approx. 76.5 x 39.2mm
Overall Dimension: Approx. 79 x 43 x 30.5mm
Working Environment: 0 to 50℃; ≤85RH
