Load Cells and DAQ1000 unstable values at rest

I have 4 BM8H-C3-250kg-3B load cells connected to a weighbridge. These are connected to a 24V amplifier which outputs a single 0-5V signal.
The amplifier signal output is connected to a channel on a DAQ1000 via VNT Hub port.
When the load is "stable" (at rest after several seconds) using a VoltageRationInput and change events, the output is pretty unstable. E.g., it can range from say 0.610 to 0.680 over 1 or 2 seconds.
If I try averaging them over say 6-8 events with a 0.2 sec interval, I can still see fluctuation, which when converted to KGs, can be 1-2Kg.
The load cells and the amplifier seem to have a 2mV/V sensitivity.
I get similar results using my C# program or the Phidget Control Panel.
Any thoughts or suggestions?
