Artisan works using one pc I have but not a different one.

Not sure why. I have two notebooks. I just got another one given to me that's a little older, but from everything I read it should be adequate. The one I'm having trouble with is a dell running windows 10 home edition, 8 gb ram. Using the USB input, same as other notebook, same roaster, same phidgets, same phidget software, and same artisan software, I have no signal to Artisan. I've got the 2xRTD Phidget VINTTMP1200 set.
