PC hangs on boot with encoder plugged in

My PC more often than not won't boot when phidget encoder is plugged into any USB port. There's like a 70% chance the boot process will just stop indefinitely as soon as the Windows logo appears. As soon as I unplug the phidget, that little Win10 wait-animation appears and Windows proceeds to start normally. Once Windows has started, the device works fine. I tried the same phidget on a different PC and the problem never occurs.
I already tried all the BIOS boot options + disabling Legacy mode, without success.
