I am building a win forms app for a Digital Out relay board. I am including phidget22.net.dll in my setup but I am getting an error telling me that phidget22.dll is not found. Is this loaded by the USB setup? Or is there a re-distribution module that I can include in my setup program?

you would need to distribute phidget22.dll as well. The .NET library is just a wrapper around the C library.
